There are 3 ways of applications:
Apply through the Consulate
- An official letter stating the reason of requesting this certificate.
For example, a job offer letter.
A simple letter stating the reason for this application, period of residency in Qatar, signed by the applicant.
- An original of the fingerprints form issued by the Hong Kong Police Force (Identification Department in Macau, and then take an apostille in Legal Affairs Department in Macau), and attested by the mission.( Applicants who stayed in Qatar after 2012 are exempted from submitting this certificate, until it is required.)
- The legalization fee of the fingerprint certificate is USD 27.
- The Consulate does not receive cash for legalization, only deposite to Consulate Bank Account (no online Banking).
- The Consulate’s bank account number will be given once the document is successfully submitted.
- This fee is for the authentication of the certificate.
- The original of the passport including the residency sticker, and the original of the new passport (if applicable).
- Four personal photos in dark grey background (6X4 cm)
- The original of Hong Kong Identity Card (or Macau)
- The applicants should submit USD 31 in cash for the application fee of the Qatar Police Clearance Certificate.The application fee is non-refundable.
- After the certificate arrives in the Consulate, the applicant has to pay another USD 27 for the legalization fee of the certificate.
- It takes at least 3 months for the certificate to arrive in the Consulate.
- Applicants have to submit two copies of their documents with the original
- Applicants shall make an appointment in advance.

3-The applicant can ask a relative or a friend in Doha to apply and receive the PCC by sending him all the required documents with a power of attorney. The processing fee should be paid on behalf of the applicant for the certificate. It will be 10 QR only.
- The power of attorney
- Should be notarized by a notary public of Hong Kong (Macau)
- Should be apostilled in the Hong Kong High Court (Legal Affairs Bureau apostille, if in Macau).
- The power of attorney should be attested in our Consulate.
The fingerprint certificate should be taken from the Hong Kong Police Force (Identification Bureau and Legal Affairs Bureau apostille, if in Macau.)
- The fingerprint certificate should be attested in our Consulate.
Remarks:
*The Certificate is only valid for six months. There is no extension of the certificate. The applicants who want to extend the validity of the certificate need to apply for it again.
*The applicant might not be able to apply for his certificate after 10 years of his departure from Qatar. For instance, an applicant stayed in Qatar from 2007-2009, and he wants to apply for his Certificate in 2020. This application might not be accepted.
*The applicants’ information on the certificates will be stated as same as the information provided when they stayed in Qatar. For example, the change of name of an applicant will not be applicable to his certificate.
*Only the name of the applicants that owns the document will be printed on its legalization sticker and receipt, but not the agency’s name.( Documents owner Name and Tel. No. are required)
-Applicants should provide HKID copy of the person who will come to submit or collect documents.
