Citizen Services

Qatari citizens abroad can apply for new passport in case of Passport loss or expiry.

Beneficiaries of this service:

Citizens sent for treatment or study abroad, as for nationals residing outside the State, prior consent is required.

Service Procedures:

The expired, damaged or lost passport will be sent by official post of the consular administration, then the mission receives new passport with old passport and hand them over to the citizen.

Terms and requirements:

  1. Fill a form for a new passport and sign it by the concerned person, or their legal guardian if they were underage, the form should be stamped by the mission and signed from an executive consular.
  2. the citizen should attend personally to the consular official even to sign the form and delivering the new passport
  3. Attach the original passport.
  4. Attach (2) personal photos with grey background, photo size should be ( 4.8X 3.5 ).
  5. Attach  copy of identity card
  6. Attach Birth certificate if you don’t have identity card

A passage permit  can be issued to Qatari citizens to return to Qatar if they lost their passports.

            Beneficiaries of this service:

            Qatari citizens abroad.

            Service Procedures:

  • The Qatari mission abroad addresses the department of nationality and passports in the Ministry of Interior, after receiving the reply, a passage permit will be issued with an approval reference.
  • Passage permits are valid for three months from the date of issuance.
  • Passage permits are valid for only one entry to the State of Qatar only.

            Terms and requirements:

  • Register the loss of passport at the nearest police station abroad.
  • Copy of the passport or identity card showing the national number.
  • (2) Personal photos.

A passage permit for newly- born Qatari babies abroad.

Beneficiaries of this service:

            Qatari citizen’s newly-born babies.

Service Procedures:

  • The Qatari mission abroad addresses the department of nationality and passports in the Ministry of Interior, after receiving the reply, a passage permit will be issued with an approval reference.
  • Passage permits are valid for three months from the date of issuance.
  • Passage permits are valid for only one entry and to the State of Qatar only.

Terms and requirements:

  • Copy of the passport or identity card of the parents showing the ID number.
  • (2) Personal photos.
  • Copy of the birth certificate attested by the official authorities and by the Mission.

The mission of the State of Qatar can issue a general or private authorization.

  Beneficiaries of the service:

            Qatari citizens living abroad permanently or temporarily.

            Service Procedures:

  • Requires the citizen to attend personally to the consular official.
  • Print the information of the authorization on mission’s headed-paper.

            Terms and requirements:

  1. An authorization application is to be submitted to the Head of Mission after ensuring the validity of the information and that the applicant is in a normal state of mind.
  2. Elderly people and persons with special needs are exempted from appearing before the mission, instead the mission itself will visit them to complete procedures.
  3. A copy of the passport or identity card showing the their numbers should be attached with the application.

This certificate  can be issued to Qatari citizens upon request.

            Beneficiaries of the service:

Qatari citizens abroad, travelling for study or medical  treatment or other purposes. 

            Service Procedures:

  • The Qatari citizen fills an application requesting the issuance of such certificate , addressed to the Head of Mission stating the reasons for residing outside the country.

            Terms and requirements::

  1. A copy of the passport or identity card should be attached with the application.
  2. Provide a prove for residing outside the country, in case of travelling for medical treatment or study.

Transporting dead bodies of Qatari citizens back to the State of Qatar.

Beneficiaries of this service:

Deceased Qatari citizens outside the State of Qatar.

Service Procedures:

  • Relative of the deceased should notify the mission of the State of Qatar on the death of the citizen.
  • The mission will take necessary actions to transport the body to the State of Qatar.
  • Original passport and validated documents relating to his death should be submitted to the mission.
  • Notify the Department of Consular Affairs about the Date and time of sending the body to make arrangement with the airport.

Terms and requirements::

  • The mission is to send by mail documents related to the deceased consisting of:
  • A copy of the passport.
  • A copy of the death certificate.
  • A copy of the post-mortem report (and any other documents).

Visas

Service Description:

The Service is to provide an official visa for official delegations, except for those  exempted from visas, to meet with officials from the Amiri Diwan, the ministry of foreign affairs, and officials from ministries, governmental authorities and institutions, or to attend conferences held by ministries, authorities or institutions

Terms and requirements:

1.       Submit visa application attaching all required documents.

2.       Submit –along with the application- applicant passport valid for not less than six months.

3.       Two photos of the applicant.

Remarks:

  • The visa is valid for three months from the date of issuance, the visa holder should enter the country before the end of the validity period.
  • The visa holder can stay in the country for a period of one month from the date of entry.
  • This visa can be extended for a similar period for multiple times.

 

Visa fees:  Free of charge.


Applicants of business visa shall prepare the documents as follows,

 1) An invitation letter issued by concerning company or authority in Qatar

2) A passport valid for at least 6 months

3) A valid Hong Kong Identification Card

4) 2 colored personal photos (in dark grey or blue background)

5) A complete visa application form

6) A copy of flight ticket and hotel reservation (if any)

Remarks:

  1. The visa is valid for three months from the date of issuance, the visa holder should enter the country before the end of the validity period.
  2. The visa holder can stay in the country for a period of one month from the date of entry.
  3. This visa can be extended for a similar period for multiple times.
  4. The visa application might be rejected by concerning authority in Qatar and the application fee is non-refundable

Applicants of tourist visa shall prepare the documents as follows,

 1) Bank statement for 6 months (total amount must be HKD12,500 at least)

2) A passport valid for at least 6 months

3) A valid Hong Kong Identification Card

4) 2 colored personal photos (in dark grey or blue background)

5) A complete visa application form

6) A copy of two ways  flight ticket

7) A copy of hotel reservation (if any)

Remarks:
  1. The visa is valid for three months from the date of issuance, the visa holder should enter the country before the end of the validity period.
2. The visa holder can stay in the country for a period of one month from the date of entry.
3. This visa can’t be extended .
4. The visa application might be rejected by concerning authority in Qatar and the application fee is non-refundable

  • Transit visa Only can be applied on arrival at Doha airport.
  • The minimum is 8 hours and the maximum will be 96 hours.
  •  Free of charge.
  •  Need to be using a valid passport and not a travel document.
  •  Transit Visa can be rejected for any reason.

*Residents of the following  countries can apply, upon arrival, for a Joint Tourist Visa that allows them to travel freely between Qatar and Oman:

Terms and requirements:
*presentation of a valid passport for a minimum of six months
 *passenger must have confirmed onward or return ticket.

   Citizens of the Islamic Republic of Pakistan can be granted a visa waiver for a period of 30 days on their arrival in the State of Qatar, given the following conditions:
 
  • The passenger’s passport must be valid for at least 6 months
  • The passenger must have a confirmed return ticket.
  • The passenger must have a valid debit or credit card. (For a family travelling together, the card must be in the name of the passenger or one per family)
  • Passengers should provide a confirmed hotel reservation.
  • Passengers arriving directly from Pakistan should have a certificate of vaccination against polio.

Remarks:

  • The visa will be granted for 30 days free of charge and is not extendable.

 

Citizens of India can be granted a visa waiver for a period of 30 days on their arrival in the State of Qatar, given the following conditions:

  • The passenger’s passport must be valid for at least 6 months.
  • The passenger must have a confirmed return ticket.
  • The passenger must have a valid debit or credit card (For a family travelling together, the card must be in the name of the passenger or one per family)
  • Passengers should provide a confirmed hotel reservation.

The holders of Hong Kong Document of Identity and British National Overseas passport are required to apply for a visa before travelling to Qatar

Service Description:

This service enables all nationalities (except GCC citizens) to enter the State of Qatar.

Terms and requirements:

  • Submit visa application attaching all required documents.
  • Submit –along with the application- applicant passport valid for not less than six months.
  • Two photos of the applicant.

Remarks:

  • The visa is issued for all nationalities (except GCC citizens).
  • The visa is valid for (3) three months from the date of issuance, the visa holder should enter the country before the end of the validity period.
  • The visa holder can stay in the country for a period of (1) one month from the date of entry.
  • This visa can be extended for a similar period (six months maximum).

Visa fees: 200 QR per month.

This service enables individuals who previously obtained an electronic visa through the General Directorate of Borders, Passports and Expatriates Affairs to  visit Qatari Embassies or consulates abroad to stamp the visa on their passports  .

Holders of Macau SAR passport may obtain a one-month immediate tourist visa on arrival at Hamad International Airport.

Terms and requirements:

(1) A passport valid for at least 6 months

(2) A return flight ticket

(3) A valid hotel reservation and an amount of USD 1500 or credit card.

(4) An application fee for visa of QAR 100

Attestation

  1. For documents that are issued by a department of the Hong Kong Government (such as Business Registration, Certificate of Incorporation and etc.):
    1. The documents are only required to be authenticated by the Hong Kong High Court.
      • An apostille for a document (Eg. Three apostilles for three documents.)
  2. For documents that are not issued by a department of the Hong Kong Government (such as Power of Attorney, Trademark and etc.):

Either of the following ways is accepted.

             The first way:

  1. The documents are required to be notarized by a notary public of Hong Kong.
  2. The documents are required to be authenticated by the Hong Kong High Court.
    1. An apostille for a document (Eg. Three apostilles for three documents.

    Or
         The second way,

    1. The documents are certified by one of the recognized chambers of commerce below:
      1. Hong Kong General Chamber of Commerce
      2. The Chinese General Chamber of Commerce, Hong Kong
      3. Chinese Manufacturers Association of Hong Kong
      4. The Indian Chamber of Commerce Hong Kong
      5. Federation of Hong Kong Industries

 

3- Certificate of Origin & Commercial Invoice to be legalized together

  • Certificate of Origin must be issued by one of the recognized chambers of commerce in Hong Kong
  • Commercial Invoice is required to be attested by one of the recognized chambers of commerce below

    2. The Chinese General Chamber of Commerce, Hong Kong
    3. Chinese Manufacturers Association of Hong Kong

  •  Exporting  food products  to Qatar needs the following documents to be legalized together :

  1. Certificate of Origin

    1. First, the documents should be notarized by a notary public in Hong Kong.
    2. Second, the documents are required to be authenticated by the Hong Kong High Court.
      • There should be Two apostilles in total.
  • The Consulate does not accept degrees conducted online.
  • The Consulate only legalizes degrees issued in Hong Kong.
  • The legalization fee of each academic documents is : USD 27
  • The Consulate does not receive cash, only deposite to Consulate  Bank Account (no online Banking)
  • The Consulate’s bank account number will be given once the documents are successfully submitted.
  • Applicants have to submit a copy of their documents with the original.

Foreigners in Qatar

Qatar’s Diplomatic and Consulate missions abroad receive applications of concern to previous residents who left Qatar permanently, through coordination with the directorate of consular affairs.

Beneficiaries of this service:

Previous residents who left Qatar permanently. 

Service Description:

Qatar’s Diplomatic and Consulate missions abroad will send the application to the directorate of consular affairs, which in turn 'll send it to the concerned department (Traffic department under Ministry of interior), and sends the reply to the mission after receiving it.

Terms and requirements:

  • Send a clear copy of the driving license to the directorate of consular affairs

An application to validate educational certificates issued in Qatar to residents who graduated from schools or universities of Qatar, in order to use these certificates for studies or work in other countries .

Beneficiaries of this service:

Previous residents who left Qatar permanently. 

Service Description:

Qatar’s Diplomatic and Consulate missions abroad will send the application to the directorate of consular affairs, which in turn 'll send it to the concerned department (supreme educational council or the concerned university), and sends the reply to the mission after receiving it.

Terms and requirements:

  • Copy of the educational certificate

Service fees:
Exempted

There are 3 ways of applications:

Apply through the Consulate

  1. An official letter stating the reason of requesting this certificate.

    For example, a job offer letter.

  2.  A simple letter stating the reason for this application, period of residency in Qatar, signed by the applicant.

  3. An original of the fingerprints form issued by the Hong Kong Police Force (Identification Department in Macau, and then take an apostille in Legal Affairs Department in Macau), and attested by the mission.( Applicants who stayed in Qatar after 2012 are exempted from submitting this certificate, until it is required.)
    • The legalization fee of the fingerprint certificate is USD 27.
    • The Consulate does not receive cash for legalization, only deposite to Consulate  Bank Account (no online Banking).
    • The Consulate’s bank account number will be given once the document is successfully submitted.
    • This fee is for the authentication of the certificate.
  4. The original of the passport including the residency sticker, and the original of the new passport (if applicable).
  5. Four personal photos in dark grey background (6X4 cm)
  6. The original of Hong Kong Identity Card (or Macau)
  7. The applicants should submit USD 31 in cash for the application fee of the Qatar Police Clearance Certificate.The application fee is non-refundable.
  8. After the certificate arrives in the Consulate, the applicant has to pay another USD 27 for the legalization fee of the certificate.
  9. It takes at least 3 months for the certificate to arrive in the Consulate.
  10. Applicants have to submit two copies of their documents with the original
  11. Applicants shall make an appointment in advance.

3-The applicant can ask a relative or a friend in Doha to apply and receive the PCC by sending him all the required documents with a power of attorney. The processing fee should be paid on behalf of the applicant for the certificate. It will be 10 QR only.

  1. The power of attorney
    • Should be notarized by a notary public of Hong Kong (Macau)
    • Should be apostilled in the Hong Kong High Court (Legal Affairs Bureau apostille, if in Macau).
    • The power of attorney should be attested in our Consulate.
  2. The fingerprint certificate should be taken from the Hong Kong Police Force (Identification Bureau and Legal Affairs Bureau apostille, if in Macau.)

    • The fingerprint certificate should  be attested in our Consulate.

 

Remarks:

*The Certificate is only valid for six months. There is no extension of the certificate. The applicants who want to extend the validity of the certificate need to apply for it again.

*The applicant might not be able to apply for his certificate after 10 years of his departure from Qatar. For instance, an applicant stayed in Qatar from 2007-2009, and he wants to apply for his Certificate in 2020. This application might not be accepted.

*The applicants’ information on the certificates will be stated as same as the information provided when they stayed in Qatar. For example, the change of name of an applicant will not be applicable to his certificate.

*Only the name of the applicants that owns the document will be printed on its legalization sticker and receipt, but not the agency’s name.( Documents owner Name and Tel. No. are required)


-Applicants should provide  HKID copy  of the person who will come to submit or collect documents. 

Beneficiaries of this service:
Hong Kong Residents who are going to work, study, or stay in Qatar 

Terms and requirements:

  1. The original of Hong Kong Identity Card
  2. The original of valid passport
  3. The relevant document or official letter such as a job offer letter.

Legalization Procedure:

  1. After submitting the documents mentioned above, the Consulate will issue an official letter, requesting the Hong Kong Police Force to issue the Certificate of No Criminal Conviction directly sent to the Consulate.
  2. The applicant should take this official letter to the Hong Kong Police Force by himself. The Consulate is not responsible for the submission of the letter to the Police Force.
  3. After the applicant submits the letter, it normally takes around 3 weeks for the Certificate to arrive in the Consulate.
  4. The Consulate will notify the applicant, and the applicant should pay USD 27  for the legalization fee of the Certificate.
  5. The Consulate does not receive cash, only deposite to Consulate  Bank Account (no online Banking).
  6. Applicants have to submit two copies of their documents with the original.
  7. Applicants shall make appointment in advance.
  8. Only the name of the applicants that owns the document will be printed on its legalization sticker and receipt, but not the agency’s name.( Documents owner Name and Tel. No. are required)

  9. Applicants should provide  HKID copy  of the person who will come to submit or collect documents.
